The Subjects that Matter Most

Pivotal is committed to delivering timely research and services that addresses the significant business and technology challenges facing the public sector. As part of this ongoing effort, we follow a knowledge area approach, which results in a series of research and efforts relating to particular knowledge areas which we call Domains.

Pivotal Domains focus on key topic areas and allow us to develop in-depth knowledge on the subject matters that are most important to the public sector. By organizing our research and consulting this way, our clients can focus on the areas of most interest to them and to understand the interrelationship of various technologies, processes, and providers that must work together to make a public sector organization successful.

Presently, Pivotal has four Domains:

  • Acquisition Management - Insights and experiences of public sector organizations dealing with the increasingly complicated acquisition environment, including bureaucratic procurement policies and practices, risk averse cultures, rising acquisition oversight costs, and resource constraints. Helping to define what procurement services means for today federal, state, and local government procurements officers, including best practices in contract negotiations, risk management, procurement performance measurement, and acquisition reform.
  • Strategic Management - The tools, techniques and services used to optimize business value from project, programs, and organizations. Best practices in strategic planning, project management, and other practices that aggressively reduce costs, streamline operations and increase flexibility, including efforts such as the Government Performance and Results Act (GPRA) and the President's Management Agenda.
  • Program Management - The tools, challenges and responsibilities of the program manger are growing as Government increasingly focuses on programs as a basic unit of management. This domain examines the experiences of government organizations in areas such as Program Management Offices (PMO), Earned Value Management (EVM), Best Practices in Systems Engineering/Information Management and the SEI Capability Maturity Model Integration (CMMI).
  • Human Capital Management - The changing nature of HR in government brings with it changes in what defines success for the HR manager and how to achieve success. This domain examines the changes and issues that define and drive public sector HR today, especially as commercial sector organizations recognize the value gained by third-party management of specific services. Best practices and critical success factors as BPO companies and Federal, state, and local governments establishes public sector outsourcing partnerships, processes and strategies.
